This form should be completed by the food business operator of the new food business establishment or a person who has authority to act on behalf of the food business operator. All the information given must be correct and accurate. It is an offence to give false information in this application.

You must make sure we receive this application 28 days before you start handling food.

Mobile food businesses such as ice cream vans or hot food vans that are kept in the Belfast City Council area or return to the area between trading must be registered with us. If you have more than one mobile stall or vehicle, each one needs to be registered separately.

Food business operator

A food business operator is defined in EC Regulation 178/2002 as the “natural or legal persons responsible for ensuring that the requirements of food law are met within the food business under their control”.

The food business contact is defined as the person who is designated for giving information or being a representative for an organisation. For example, a manager.


After you submit this form, all food business operators must notify us of any significant changes to the food business activities stated in this registration (including closure) and they must do this within 28 days of the change(s) being made.

It may also be shared or disclosed to any other statutory body for the purposes of ensuring the safety and standards of food or where the body has a legislative basis to request it. Your personal data will not be shared or disclosed to any other organisation without your consent, unless the law permits or places an obligation on the BCC to do so. The personal data is held and stored by the Council in a safe and secure manner and in compliance with Data Protection legislation and in line with the Council’s Records Retention and Disposal Schedule.
